Latest UPI Research: How Could New Payment Charges Impact Small Businesses in India?

Date:

India’s digital payment landscape is a tightrope walk for now. Proposals for new merchant fees to certain UPI payments threatens to disrupt small businesses, retailers and customers. A recent LocalCircles survey suggests that new charges could impact how merchants receive payments and how people pay.

LocalCircles Survey Uncovers Business Concerns

According to a LocalCircles survey that was published on October 4, 2026, Less than 17% of surveyed merchants would be willing to absorb an anticipated 0.4%.

Merchant Discount Rate (MDR) for UPI payments over R2000 at this time. This means that 41% of surveyed merchants said they would be completely unwilling to absorb MDR charges.

The more than 32,000 responses represent a broad sample of the businesses around India’s 242 districts.

UPI Charges Would Disrupt Neighborhood Shops

UPI enables a growing number of neighborhood shops, groceries, and other vendors to operate smoothly by allowing them to transfer revenue digitally and avoid handling cash for each sale.

However, If new charges are imposed, vendors who rely predominantly on the digital payment services as their source of money will need to revise how they run everyday business.

Some businesses may pass on the costs to customers, while others may explore alternate online payment options such as credit cards and others.

How transactions will evolve depends on the implemented MDR, any applicable exemptions, and whether merchants can successfully absorb costs or charge consumers extra amounts for the privilege of using UPI.

UPI Users Could Change Their Habits After New Fees Are Published

The LocalsCircles survey, published on October 4, 2026 explores potential changes in UPI consumer-behavior following merchant price increases. Only 14% of UPI surveyed users claimed they would continue using UPI for digital payments above R2000 if forced to pay an additional sum.

  • According to the publication, UPI payments will experience a -10%
  • in value and a -4% decrease in volume as a result of the survey.

The Proposed Merchant Fee Extension Delayed

According to a Reuters report that was published on 13th October 2026, the implementation of new charges for merchants was delayed until the end of Diwali.

Business owners should track local news sources for updates on UPI MDR, exemptions, and effective dates prior to making adjustments to their financial strategies. The postponed implementation of the newly proposed R0.4% charge has given businesses and payment processors time to prepare.

What Small Firms Should Do Now

Small companies should understand the implications to their day-to-day dealings that could arise from recent developments and work closely with their digital payment providers to establish strategies for remaining within the confines of proposed regulations. The best way for small retailers to deal with this situation is to keep their powder dry when it comes to customers by being upfront about any officially announced UPI changes to their dealings while staying away from unregulated surcharges.

As a result of the most recent survey on UPI costs, it becomes more evident than ever that affordable digital payments are critical to this country’s small-business ecosystem.. Despite worries over expenses and how customers will react, the effect the changes that are suggested will have will be dependent on how the rules develop for merchants and how they respond to challenges.

As far as UPI has to go in relation to this country’s digitization efforts and its overall ability to meet demand, policy-makers should be aware that balancing sustainable operations with the benefits UPI provides for many small businesses in India who do not have alternatives is key.
